Deborah D. McCoy, President
Debbie McCoy formed SDMS in 1987 to serve the administration needs of Colorado's Title 32 Special Districts.

Debbie's depth of knowledge makes her a recognized authority on Title 32 and the unique roles and problems faced by Colorado special districts. She serves a wide range of districts, including fully developed and operational water and sewer districts, fire protection districts and multi-purpose metropolitan districts in various stages of development.

Involved with special districts since 1978, Debbie offers technical review of legislative activities relating to special districts and has conducted educational seminars about their unique features and challenges. She also has served as a panelist for the Colorado Special District Association; the Colorado Division of Local Government and a committee formed by the Colorado Secretary of State to evaluate proposed changes to the Colorado Election Code.


AJ Beckman, District Manager

With more than 20 years of experience in the real estate industry, AJ offers an exceptional level of expertise directing complex and large-scale capital improvement projects, overseeing contracts, preparing and managing budgets, and handling risk management and insurance matters.  As the former Operations Manager of Denver's largest high-rise condominium building, AJ obtained remarkable proficiency in property management, homeowners' association management, and public relations matters that he enthusiastically provides to his clients.

AJ joined SDMS in 2005, and now successfully manages numerous highly complex districts including metropolitan, and water and sanitation districts in commercial, residential, and mixed use developments.  He has expert knowledge of the operational and financial intricacies of each, and works directly with towns, cities, counties, and urban renewal authorities.  AJ skillfully secures and manages public financing arrangements including grant funding, lease purchase arrangements, and issuance of revenue and general obligation bonds; and in just three years, districts under his management have obtained financing in excess of $150,000,000 for public infrastructure projects.  AJ's wealth of knowledge in these areas coupled with his responsive management style are well suited to homeowner and developer districts.

Recently AJ was selected to manage a challenging rural water and sanitation district serving over 600 customers.  In this role, AJ resourcefully overcame numerous evolving and multi-faceted matters.  Working diligently with the Board of Directors, AJ sought and hired an entirely new staff, and is presently working to increase the District's debt and revenue limits through the electoral process.  This will allow the District to pursue necessary funding to implement a comprehensive capital improvement plan.

A Colorado native, AJ attended the University of Colorado at Denver and earned his Real Property Administrator certificate from the BOMI Institute.  AJ is a member of the Building Owners and Managers Association International, and is a licensed real estate broker.


Ann Finn , District Manager
Ann is an expert on all facets of District operations and management with more than 20 years experience as a paralegal working with Title 32 special districts. She has conducted workshops on such subjects as election administration, judges training and statutory compliance. Ann has extensive experience conducting due diligence for bond issuances, statutory compliance, budget and audit processes; as well as  the service plan approval process with local governments.

A Colorado native, Ann earned a degree in Business from Western State College and a Paralegal Certificate from the Denver Paralegal Institute. She is a member of the Colorado Paralegal Association.


Lisa Jacoby, District Manager

Lisa Jacoby is an expert in all facets of District management and operations.  She came to SDMS with more than 20 years of experience in land development and construction administration. Her expertise ranges from managing the entitlement process and preconstruction services, to coordinating and executing construction projects with contractors, consultants and jurisdictions, culminating with completion of project warranty and acquisition of final acceptance. 

Lisa's Districts have benefited from her discerning knowledge of fiscal responsibility.  Her attention to budget constraints and expert strategy for collection of lost income ensure that her Districts achieve their full revenue potential and accomplish their goal of financial independence.

Lisa has served on numerous developer-established Home Owner Association and Special District Boards. This enables her to have balanced insights into homeowner needs and perspectives as well as those of developers and builders.


Lisa A. Johnson,  District Manager

Lisa Johnson has over twenty years of experience working with federal, state and local governments, including her tenure as the Utilities and Public Works Manager for the Town of Superior.  She has spent the last ten years focusing her efforts on special districts, specifically water and sewer utility districts.  Lisa's areas of expertise are water and wastewater operations, distribution and collection system management, contract oversight, budget preparation, and management of utility billing and fee collection.

With Lisa's hands-on management style, she enjoys tackling challenges and securing consensus from the communities her Districts serve.  Combining her election expertise with her talent for gaining the support of the District's residents, Lisa recently spearheaded a drive to educate and inform the public of a ballot issue to approve a never-before-imposed mill levy.  The ballot issue passed, generating much needed revenue to fund increased operating expenses and future capital improvements. 

Lisa graduated Magna Cum Laude from Regis University with a Bachelor of Science degree in Public Administration.  While at Regis, she also earned the prestigious Public Administration Certificate. 


 

George Turtle, CPA. Director of Accounting

George joined SDMS in 2006 as Director of Accounting.  While in this position George has been instrumental in establishing SDMS as an emerging leader in the collection of add-on fees for special districts.

George combines over 30 years experience in finance and accounting in both private sector businesses and management of local governments. His broad experience provides a wide background in finance and accounting to assist clients in all aspects of financial reporting, long range financial planning, capital project tracking, budgeting, audits, special financial reports, banking relations, projections for bond issues, and providing continuing disclosure information to bond holders and trustees. His ability to work with Boards, staff and the financial community provides clients with an excellent resource.

George holds a bachelor's degree from Colorado State University and a Master Degree in Business Administration from the University of Phoenix. He is a Certified Public Accountant and belongs to the Colorado Society of CPA's. He has served on the Board of Trustees for CSAFE since 1993, participating in the growth of the local government investment pool to over $1 Billion in assets.


Karen J. Steggs, Administrative Division Manager

Karen is a Colorado native with over 20 years of experience in customer service, sales, administrative support, training and management. Prior to joining SDMS, she worked with several government and private sector employers, including two assignments in Antarctica with the Antarctica Naval Support Services. Her 7+ years with SDMS have included assignments of increasing responsibility for providing client services as a member of the SDMS team.

 

 



Liz Alexander, Association Division Manager

Liz Alexander has spent the majority of her career working in the home building industry.  Her primary emphasis has been in land development, which encompassed the creation and management of over 50 homeowners associations.  Over the years, she has served on Boards of Directors for many developer-controlled Special Districts and brings a wealth of experience to SDMS.

Liz has a deep knowledge of the complexity of homeowners associations and understands the need to balance fiscal responsibility with the desires of many property owners.  She believes that support of volunteer board members and open communications with members are the two basic principles crucial to the success of any association.

 

Liz earned a bachelor's degree from the University of Northern Colorado, and has lived and worked in the Denver metro area since that time.  She considers self-education as a life-long mind-set, whether through work, friends, seminars, or formal classes, and furthers this goal whenever possible with a variety of learning experiences.
